Repossession / Relocation Reporting


The Village of Glendale Heights is authorized by the Illinois Vehicle Code (625 ILCS 5/18a-100) (625 ILCS 5/18a-300) and Section 7-12-4 of the Glendale Heights code of ordinances. It is hereby declared to be the policy of the Village of Glendale Heights to regulate the Collateral recovery of vehicles and the removal of trespassing vehicles from private property and the subsequent relocation and storage of such vehicles in such manner as to fairly distribute rights and responsibilities among vehicle owners, private property owners, Relocators and Re-possessors.

For this purpose, the Village's regulations herein are for the purpose of complementing and supplementing the regulatory process of the Commission pursuant to 225 ILCS 422/1 et. seq. and 625 ILCS 5/18a-100 et seq., and any amendments thereto, and its enforcement efforts thereunder. The laws and regulations adopted hereunder are adopted pursuant to the home rule authority of the Village of Glendale Heights as well as the express authority conferred by the state legislature on local units of government pursuant to 225 ILCS 422/1 et. seq. and 625 ILCS 5/18a-100 et seq.

Any towing agency intending to relocate or repossess any vehicle must first, apply for and remit payment for a permit using an automated system approved by the Village of Glendale Heights Police department. The permit shall serves as notification to the Police Department of a vehicle being relocated or repossessed.

All information on the permit application must be completed accurately and completely.

Oxcart Logo The village has partnered with OxCart permitting systems for issuance of permits and notification to the police department. All relocation and repossessions must be reported using the OxCart system.

No other forms of electronic notification, fax messages, or emails are accepted.

Relocation / Repossession permits are $20.00 per permit.

Frequently Asked Questions

  • A repossession permit must be obtained prior to collecting the collateral vehicle. After the vehicle has been removed, the driver or company must update the permit with the time and date of removal.
  • Relocated vehicles can be removed after a permit has been obtained, or immediately after the vehicle has been removed from the property.

  • Complaints can be filed by contacting the Glendale Heights police department and speaking with a Commercial motor vehicle safety & enforcement officer.
  • Complaints of State law violations can be made by contacting the Illinois Commerce Commission Police department.
